A graha within a degree or two of its deep exaltation point carries far more of that strength. The same graha at the far edge of the sign carries much less.
Each graha has one sign of exaltation, one sign of debilitation opposite it, and a single degree where the strength is at its highest. What each placement means for a chart is set out in Exalted and Debilitated Planets in Vedic Astrology.
Budha is exalted and in its own sign in Kanya at once. A well-placed Budha there gives unusually clear speech and reasoning.
A neecha graha shows where the mind meets friction and where steady work is asked for. The matters that graha governs arrive later in life and hold better once they arrive. People with a debilitated Shani often build the most durable careers, after years that ask more of them than of others.

The chart mirrors what a person already carries. An exalted graha names an ease that is already there. A debilitated one names the place where attention, practice and conduct change the result.
Read the house alongside the sign. An exalted graha in the 6th, 8th or 12th house gives less of its promise. The same graha in a kendra or a trikona gives most of it. A debilitated graha in a kendra is stronger than the word suggests, since the house itself carries it.
Then read the dasha. A neecha graha does most of its work during its own mahadasha and antardasha, and stays quiet outside those years. Remedy for it stays practical: japa of its bija mantra, daana on its weekday, and conduct that answers the tendency the placement shows.
